Sen. Sonny Borrelli, R-Lake Havasu City, left, watches as Sen. Priya Sundareshan, D-Tucson, blasts SB 1231 at the Arizona Capitol on Feb. 21. Sundareshan said the bill would "create fear for anyone with black or brown skin."
